Violation a misdemeanor
Any person, firm, or corporation violating the provisions of this chapter shall, upon conviction thereof, be guilty of a misdemeanor, and may be punished as provided in this Code.

Purpose
The grounds of the Highland Cemetery, including all additions thereto, are sacredly devoted to the interment of human dead, and a strict observance of the decorum that should characterize such a place will be required. All lots are held as burial places for the human dead and for no other purpose.

City to manage cemetery
The city shall exclusively manage, operate, and maintain the Glasgow Highland Cemetery and additions thereto, subject to the limitations and restrictions set forth herein or as contained in any applicable law.

a. The schedule of charges for opening and closing cemetery lots for burials is is as established by resolution.
b. Please note that there will be an additional cost in the amount established by resolution for a winter burial and a burial scheduled any time after 3:00 p.m., year-round, including full burial and cremation.

Charges for services
An additional charge shall be assessed for the Perpetual Care Fund No. 8010, for each regular lot, in the amount established by resolution.

Perpetual care fund
a. Values of all unsold lots in the cemetery and additions thereto are fixed and established in the amount established by resolution. Upon receipt of payment in full, conveyance of burial lots shall be made by deed from the city to the purchaser. The term "burial lot" means the area in which one interment is or may be made. Multiple interments are hereby authorized, but such multiple interments shall be in one burial lot and must be approved by the city. The city will prepare the deed and the realty transfer certificate and record same in the office of the county clerk and recorder. After filing, the original deed shall be returned to the purchaser.
b. The term "resident purchaser" means an individual who has been a continuous, bona fide resident within the boundaries of the city for a period of not less than six months prior to the date of purchase, or the owner of a business that has been in continuous, bona fide operation within the boundaries of the city for a period of not less than six months prior to the date of purchase.

Charges for lots
The caretaker shall dig graves and properly inter the dead when called upon to do so but no deceased person shall be interred until the caretaker:

1. Determines that the lot in which burial is to be made has been fully paid for;
2. Determines that such lot is not being used beyond its capacity; and
3. Makes a proper record of the name and age of the deceased person and the exact location of the grave.

The deceased remains must be enclosed within a rigid container of sufficient strength and durability and constructed of such materials as will permanently withstand pressures of earth compaction, resist decay, and prevent settling of the excavated area.

Requirements for interment
All cemetery fees and charges shall be collected by the city clerk-treasurer for the use of the city.

Motorcycles, bicycles, and animals, except horses being utilized in funeral processions and Seeing Eye dogs, are not allowed in the cemetery. The discharge of firearms is prohibited except at military funerals or military functions. Children will not be permitted to run at will through the grounds. Boisterous or unseemly conduct will not be permitted in the cemetery or in any of its buildings.

*Please keep in mind that maintenance at the cemetary occurs throught the spring and summer months and the city may ask for gravesties to be kept clear for routine maintenance.*
